Help Won't sync email when scheduled

I have my email set to check for mail every hour. Well it doesn't unless I go into that account. I have it set to alert me with an icon at the top too. Anyone have this issue? Also my next question. Will normal email (not gmail or exchange) sync if you have the "auto sync" or "background data" UNchecked?? Does that affect email??
When you set it to check every hour is it every hour from the time you check the box? So if I set it to check every hour @ 12:37 it is going to check again at 1:37???

Unchecking background data disables all data for background apps and services. Kinda hard to sync email if you aren't allowed online, eh? Check the box.
