Yea or Nay for this CPU (Look at the picture)

So I want to bid on this processor on eBay. Listing says it's working condition is excellent but it's physical condition is just good.

It's a Core 2 Quad Q6700. Look at the pic below. I'm having second thoughs because of the discolored spot you can see on it. Makes me think one of the cores got to hot and started to fail. I dunno. Can I get some opinions?

I opted for a Q8300 instead. Got it New for $113 on eBay. Would have paid at least $150 on Newegg for it.
 
Now I'm opting on whether to stick with my current mobo, a Biostar G41-M7, which is compatable with the Q8300 or Try for something better.

Asus P5W DH Deluxe would be nice if I can get it for a decent price.
 
the way i look at it, there should be nothing physically wrong with a CPU.

Heat can physically harm a cpu, too much heat will cause silicon degradation which will basically cause electrons to flow improperly and cause errors. I would definitely not buy the cpu pictured that has obvious heat damage. To get an idea of the complexity and tolerances when making a processor check out this from Intel,From Sand to Silicon.
