I believe mine already does. If it's a HQ video, and I got to the menu it will say "Watch in normal quality". Not positive though.
 
If it's the same as the Droid, it will default to high quality on WiFi and normal on 3G.

The only way I know of to change this will be when the Incredible is rooted.
