Help "Your device is corrupt" error on boot and cannot enable usb debugging

So I recently broke my Google Pixel 2 XL by dropping it. The screen protector shattered, but the phone itself looks to be perfectly fine. The only problem is when I go to boot it. When I try to enter recovery mode, it says that my device is corrupt and cannot be trusted. There is nothing I can do to get to the home screen, which prevents me from being able to enable usb debugging. I'm trying to do a rescue OTA on it but I can't without usb debugging. What do I do? Thanks!

As a side note, I'm using adb version 1.0.32.
 
"dropped it" how high and onto what surface?
