I work as a software tester (NOT FOR ORANGE), and I can't understand why they're giving out so many release dates and not meeting them.
This morning, I'm in the middle of finishing off a release plan for some work I've been testing for the past month. The release date is fixed, and we have to meet it. So all the stops are pulled to make sure we meet it.
If the date has to be moved, it has to go all the way up the chain of managers for approval, and there has to be a very good reason for not meeting a date. Even then, people get a slap for not meeting the date.
It seems Orange either don't have a very good software development/test team in place, with very lax controls and processes, or they're not really sure if/when they'll release it. It's probably more to do with the developers not being able to make the ROM work, rather than the testers. The testers will just be finding problems, and the developers will be working to fix them.
If I thought I could phone Orange and speak to a tester on their level to get answers, then I would phone them. But I can't be bothered with the customer service muppets.
