I'm also getting similar results (with both oem and 3rd party metrics). If I'm very patient, it does get to 100%, but it won't stay there long. Also:
I doubt that you'll get much out of it. These are lithium ion batteries--in terms of their physical nature, they don't like to be drained fully unlike their NiCd brethren. But further, there are chips in most or all Li-ion batteries that prevents a truly full discharge.
So in answer to the 2nd or 3rd post, I'd also say that I don't think these are among the gadgets that need to be fully charged before use (but not entirely sure on that).

did everyone start using the phone right away without fully charging? i have the same problem. i'm going to completely drain my battery today and then charge it tonight. see if that fixes the issue.

I would say your post is inaccurate. You can make a computer display whatever you want...time...percentage...range...MPG. I will say my analogy is somewhat innacurate as you rarely/never see the battery gain percentage points like I would on some of my past phones. Maybe it is programmed not to go up in percentage much like todays fuel guages ion cars. YOu remember when you could make your gas light go on and off while making sharp turns??? Doesn't happen anymore in newer cars. When that biatch comes on, it stays on.
