Root New problem

I'm not sure what I'm doing wrong again. I'm trying to update my radio. I formatted the SD card, fat32 and all, then put the PB31IMG zip in the root of the SD card. I turn on the phone while holding volume down and I'm not getting the update thing the guides are saying I should get. Why is this?

I am proof this works I just did this 10 minutes ago. I was rooted without any other mods. Formatted SD to FAT32, then hooked phone up via USB placed the attached zip to the root of SD and then powered off phone powered on to the Hboot (volume down+power) and it did the rest you just have to press the volume up key when prompted.

Edit: I don't know whats happening but its not letting me attach the zip if you want to PM me and I will send it to you via email

Edit 2:This isn't going to guarantee you will receive the update if you previously tried and failed the OTA. I haven't been able to get it to update yet, but if it does I will let everyone know
 
I haven't tried and failed the OTA. It's a brand new phone. I just opened it two hours ago.

First I activated it, then I rooted it, then I turned security off, and now I'm trying to update my radio. Unless updating the radio makes the internal speaker not work, then I can't do it.
 
Just out of curiosity (being a new phone) what is your current baseband?

Menu > Settings > About Phone > Software Info > Baseband Version
 
Ummm....were you able to verify the MD5 for Fourth Wave? It should be 681D591827F8F02AAB040AE5B2ADB232 and be 155MB. That's all I can think of that you haven't mentioned.
