how long have you had the new phone?
i'm having this issue on the incredible. weird thing is it seems most of the time the pictures come through, yet i still get a notification saying "message not downloaded"
I always had this problem and turning on mobile network fixed it all for me.
Okay I'm glad to see this isn't just me.
I'm on a HTC Desire, and I've been receiving picture messages just fine.
However....
Last weekend I rooted my phone, and installed a custom 2.2 ROM, and now I can receive them at all. Tried all the suggestions here, short of a factory reset, and still no joy.
At first I thought it was a fault with the update, but it seems that it was a common fault BEFORE I did my patch.

Rooting the phone is a big factor that may have contributed to the issue but in any case you can review your device log around the time when the problem happens and you'll probably see some helpful messages.
The most simplest way to obtain the device log is to get the app called "Log Collector". It's open source and free. It will allow you to email your log buffer to yourself or anybody you want.
Had a look through the log file, and I cant make head nor tail of it LOL.
I didn't need this app and was able to download/view/save pic messages the past few days using Handcent and the Stock Messaging...
You're welcome to PM it to me and I can see what I can make of it. I'm pretty familiar with interpreting the logfile for my work with app development.
Anyway, I just wanted to say that I fixed it by setting my data APN's type to "default". I have two APNs, one for data and one for sms (long story, but it's because my data plan does not include sms/mms). My sms APN has been set to "sms" but my data APN's type was blank. As soon as I typed in "default" in the type field, all of my mms messages downloaded.

Makes sense, since MMS IS a data service. This worked for me as well! Actually, it was already on...but I went in and unchecked the box, then rechecked it and I was abled to send and receive after that. Thank you!
