LOCALE app not in market ?

Does anyone know where can i find LOCALE app ?
it is not available in the android market

I believe that Locale is (a) out of beta and now a paid app, and (b) now only available for Android 1.6 and above. I've been using it for as long as I've had my Hero and it no longer shows in "My Downloads".

First how can I upgrade to 1.6?
Secondly I dont see.any paid apps category in the market all are frwee

You can't I'm afraid. The Hero has skipped 1.6 and will be updated direct to 2.1, hopefully in the near future.

That I'm afraid is down to where you are in the world. Paid apps are not available in all regions yet.
