Root Any way to include updated prl's in roms?

I hear alot about certain areas across the country getting 3g EVDO on Metro PCS using the 3020 or 3022 PRL's. Is there any way to include the PRL updates into the ROM for us noobs that are not familiar using CMDA workshop, etc for example?

correct, ROMs dont mess with that info what so ever.

If you follow the guide it takes maybe 2 minutes. There's even pictures corresponding to each step
