Root App to show true % after intitial charge to 100%

Is there a battery app that shows the true percentage of charge in the battery once it reaches 100% and then quits charging although it's still plugged into the charger? I know that it will charge up to 100% and then the software lets it drop down to about 90% before it charges back up again to 100%.

I've tried several battery apps and once it charges up to 100% the first time they all just continue to show 100% although the actual state of charge may close to 10% less than that.

I can unplug it, let it sit and then the true charge will show up but as soon as it reaches 100% it always shows 100% until it gets unplugged again.
 
I use the battery calibration app but it's a one time thing. You run it and then it's done. What I'm looking for is an app that preferably would have a display at the top of the screen that would show the true percentage of charge for the battery. That would mean that it would show the charge, while charging, up to 100% and then show the battery percentage decreasing because of the software that discharges the phone down to about 90% before it charges back up to 100%.

The way it is, you have to unplug the phone from the charger and let it sit a little bit to see if it's 90% or 99% or somewhere in between.
