Can you turn off the shutter sound or even lower it without rooting? Its loud AF and annoying when you want to take pics in quiet places or at night and you hear this loud ass camera lock and sound...

I haven't found a way to do that yet without rooting. On my Motorola XOOM I lowered the system volume (w/ Elixir2) that worked, but the settings don't seem to stick on the EVO. I also tried using CameraZOOM. Which lets you mute the shutter sound. That didn't work either.
If you root the file name is like probably "camera_click.ogg" or something like that.

Man i really just want to get rid of the sound or even lower it and ill be happy! And id root but im not to sure about that yet or how hard or safe it will be maybe when it gets easier to do ill try that but right now it seems to scary lol (The only phone ive rooted is the Triumph and that phone is easy as crap! not like this one so it seems

How did you turn off the sound with elixer 2? Im curious even though it doesnt stick lol

In the main app: click the information section -> scroll down to audio -> tap audio -> change volume in the drop down menu.
I too was a little surprised it didn't stick. It does on the XOOM.
I was wondering the same thing! It's way too loud. Funny thing, though. When I put on my new case today, the camera became mute for a while. No sound at all. But now it's back to its noisy self. Maybe I pushed the volume down button or something. I'll have to play around with it and see.

After Googling around a bit, I've found that HTC did this on purpose. They used to have a way of turning off the sound, but they've taken that option away. There's an app called "Silentsnap" that supposedly turns off the sound, but I tried it and it didn't work for me.
This thread is interesting. Apparently if enough people ask HTC to change this, they might do it:

So this is a dumb question because it's probably the first thing anyone tries, but the camera still makes a noise when you set the phone to silent or vibrate? On the Optimus V it makes the noise all the time with no option to disable it, but if you put the phone on silent or vibrate the camera is silent. It's a little ridiculous of HTC to not even allow that.

The problem is (as mentioned earlier ITT) that it's illegal in many states. Check yours out.

You must be rooted for this.
Back up a copy of /system/app/HTCCamera.apk, open HTCCamera.apk in your favorite archive program as a .zip, remove /res/raw/camera_click.ogg and any other sounds you don't want, replace the original /system/app/HTCCamera.apk with your modified file, clear Dalvik cache, reboot. Camera click gone.

OK, I came across a way to turn the shutter sound off completely without being rooted.
1) Plugged in my headphones.
2) Started the music player and started playing a song.
3) Turned off the song and exited the music player.
4) Unplugged my headphones.
Camera makes zero noise at this point, and stays that way until: I get a notification or listen to a voice mail, or do anything that would normally cause a sound, then the camera sound would come back until I do the 4 steps again.

Small update. If you mute the sound, then you don't have to worry about notifications bringing back the shutter sound. I'm really glad to have found this workaround. I'm attending a convention next week, and I'd really like to take some pics of the speakers without the people next to me being bothered by such an obnoxious sound.

You should be able to disable the sound when Cyanogenmod 9 is available for this phone.

Mute the sound how?
Go to settings>sound>sound profile, and select silent. Or the easiest way to do it is put the sound profile widget on your home screen, and then just do a quick tap, and you're in silent mode.
