Root Cannot get into recovery!

I have had an Evo 4G that is rooted and flashed to run on boost for about 2 years. It was stolen 2 weeks ago so I just got a replacement off of Ebay. The phone came flashed to Boost and rooted but I really want to flash the MikG rom back onto it that I am use to.

Anytime I turn the phone off then use power and volume to get to the menu where I can choose recovery I get this screen that is a picture of an Evo with two circular green arrows then it changes to the same picture but with a red triangle. The only way to get out of it is to pull the battery. I have tried installing both RA recoveries onto the SD card but it just says something like "main version is older" and then it does not update. I also tried to install the ROM manager app and boot into recovery from the app but I get a permission error.

I am starting to wonder if there is a setting for permissions I need to check or something similar. Clearly I am missing something here and any help would be great.
 
The auction said it was fully rooted but now I am starting to wonder. It bought it from a business that seems to sell a lot of them. My hboot is 2.18.0001 and it does say unlocked at the top of the screen when I enter the boot menu. Then right below it says Supersonic EVT3 Ship S-ON. Shouldnt it say S-OFF? I do have a superuser app but I downloaded an app to verify if I was rooted and it says I do not have root permission. I am officially confused.
 
ok so with htc they have locked the bootloaders down, but they gave us the ability to unlock it if we want. s-off is not an essential part to being rooted as it used to be. now all you need to do install a custom recovery and flash the su file and you should be officially rooted after that. go here: http://androidforums.com/evo-4g-all...-rooting-gingerbread-2-3-5-dummies-guide.html. go to the htcdev method and follow step 2 to get recovery.
 
So I tried all the methods but ADB and nothing is working. The Android installer just gets stuck and my original post explains the issue with the pc36img method. I have windows xp so am not sure how to change the command prompt for the ADB method. I feel like something is blocking this. If I was to just fully root it from the beginning would I do any harm to my settings that allow me to use it on Boost mobile? I know it is quite the chore to flash it over to another network.
