I'm curious where you got this information. According to LG website, the chipset is MSM8960L. But I could not find the MSM8960L chipset anywhere on the qualcomm website
According to internal readings, both cores are capable of scaling all the way down to 384Mhz

I was supicious as soon as soon as I see where the charger port was located that this was a custom board or chip. Ive been ignoring the data provided by lg/ cpu info apps. Ive always believed this was an APQ8060 on a 45nm die, see the phone/ chip links below and frequency ranges.

Ive also been watching it in cpu info.
The primary core only appears to run at its clock speed when in use. It then falls back to either 384/486 when the screen is off (GPU/CPU are most likely on the same die), even more of a reason to keep that screen off - very minimal battery usage even when playing music etc. It may also run up to 1.1 when the screen is off and may also be the reason why his was playing up.
If it is a 8960 lite (as per their site/ cpu info apps) then I wonder why it was clocked up to 1500 from 1200 based on the following information, assuming L means lite.
