Try this, Settings/manage applications/all/googleplaystore/clearcache/cleardata/forcestop/

Back out of everything all the way and reboot.

Hmm, have you tried a fix permissions in the recovery? CWM or TWRP?

Yes But you can back them up on your pc first. Then transfer them back over after the reset. I'm almost out of ideas!!
