why cant i make a call when data is turned off??

Go into settings >call>use internet calling and set it to "only for internet calls". Does this resolve your issue?
If you go into settings and make the changes I outlined in post #2 you will find that internet calling will only be enabled for calls initiated by internet calling apps such as viber and will not be used for 1x calls at all. Give this a try and get back to us.

Glad you're back up & running,but,this isn't SOP for phone calls,is it?
No, but you can get it set so it tries to use internet calling for all calls, it's a bug imho. It gets screwed up and fails to ask if you want to make an internet call or a standard phone call. Disabling the setting (setting internet calling for only internet calls) resets the defaults and resolves the issue.

That's what I thought,just asking/checking to make sure I wasn't missing something (new).
It wouldn't surprise me if VZW went to such a model,to squeeze more $ out of their customers.........
