Help S4 Apps only work when wifi is on.

All of a sudden no apps will work unless WiFi is on, not even the weather app. SMS and Phone works and that's it unless I have WiFi turned on.

SMS messages work and phone works, everything works except apps. If I connect to WiFi apps work and that is the only time they work. Been all over the settings and can't find out why

LOL, It's my wife's phone and she is a app junky. I figure a misbehaving app. The same thing happened to her Driod.

Boot into safe mode and see if it works ok.
