Also like you choose same app and test now. ThanksI had a similar problem: at every boot of my phone it downloaded several hundreds of MBs, on Wifi as well as on 3G. "Data usage" in Settings reported "Android OS" as the biggest (99+%) downloader.
I was able to diagnose my problem using the app "Network Log" (thanks, developer! Amazing that this app is for free!). The app reported two App IDs as big downloaders, namely 1000 (Android System) and 10022(Google Services, e.g. G. Contacts Sync, G. Play Services, G. Account Mgr and G. Backup Transport).
By the way, Network Log requires root!
A Firewall (I chose Firewall Gold) that I installed now blocks these App IDs when on data.
In the next few days I hope to see that blocking these App IDs has no disadvantages.
I reboot my phone every morning (while on Wifi), so I expect to see no problems...![]()
SOLUTION FOUND..... turn ON , yes ON .. ALL BACKGROUND DATA. Also remove sim card and re insert. Whats happening is that if you have background data off it is being forced over and reported under Android OS which also, for some reason, is causing the app you are using to use MORE data so it is like being dinged double data. I Turned on ALL BACKGROUND DATA and it fixed all the Android OS Data issues.

I just got a warning about my data limit from T-Mobile saying that I hit the 2Gb limit. I thought that this was kind of strange because I don't use that much data via 3g/4g because I am around WiFi most of the day!
I check the data monitor on my GNex and this is what I saw! In the space of one week, Android OS used almost a GIG of data!
Has anyone else out there had this sort of data consumption?!? Does anyone have a clue as to what could be the culprit?

OMG I also started experiencing this around the same time you did! And I finally found out today what's causing it! It's the LOCATION!! With my Location turned on, my phone used to consume at least 5Mb per minute. Now it's back to consuming less than 1MB per day.
Here's what I did:
Location -> Location Method -> GPS only
Hope it works for you too!
Just use application from google play Android firewall to stop particularly service or app to use data on cellular network. It's easy.
