Not sure, but I'm thinking the joke is if you have a tap and die set out it's because you already broke a bolt off somewhere and are likely not happy about it?I've looked at this three times, and I both own and have used these tools.
But I don't understand why it's funny.

It doesn't truly explain the joke, nor make it any funnier......But my 2 cents.......
The taps and dies that come in a plastic clamshell display case, from the Wal-mart.........A complete set costing less than a large pizza:
......Are genuinely worse than useless. They look like a tool, conning you into believing you can do some useful work with them. But you will actually be better off trying to cut threads with the sharp point on that slice of pizza.
Ladies, if you see your man trying to use them, you probably would do well to leave the room. A (well justified) temper tantrum is likely just moments away.
