Here is Samsung's own guide on how to remove it.
this is a tad bit different in that it is binary blocked frp. usually this is associated with flashing a wrong firmware. by flashing the correct firmware the op should be good to go.

put pone in download mode and type everything u see there correct here and i will send u correct firmware link to flash phone with..
