I can't remember the process, but there is a "button" you need to hit like the baseband or what ever and it will allow the options. Although it looks like you may have another issue.
There was an app that scanned the files system to display the usage by several factors. I have it on my daughter's tablet so I can't remember what it was exactly.
Try looking for file system scanners incase life gets in my way.
I wasn't sure if you were able to enter download mode. You said developer mode.
With out download mode I don't think you can be helped. I'll look around, but I'm not hopeful.

What version of Android were you on when you flashed the ROM?
Was the flash an update of some...
I guess it would depend on what method you used to root.
Post some links on what you used and we can try going front there.
It might be the kenel of kernel setting yoou are using.
You might have to start the music app then you shoud be able to use the controls.
On my phone that happens because the controls have to have the phone unlocked first before they have access to them.
Two possibilities that I can think of.
The screen lock has been locked out from too many tries (had my kid do this to me)
The phone app is stuck behind the lock. Clearing the cache or maybe the data on the app should fix that one.
