Help 1 bar 4g LTE vs full bar hspa

I just got my at&t samsung Galaxy s2 skyrocket about a week ago and was enjoying to learn new/different features.

One thing i cannot seem to understand is that.. I'd get 4G LTE signals but like 1 or 2 bars never really full bars(is this because of where i am?I live in San Francisco bay area) but when i call someone or receive a call, the signal bar would increase to full bars then 4g lte sign disappears and becomes 4g(yes i can see my signal bars increasing as i call someone). Can anyone tell me what's going on?
In this case, wouldn't regular 4g supposed to be better than my low strength bar 4g lte signal as far as calling/receiving a call?

Also, i'd get like 2-3 bars on my phone and experiencing lots of drop calls.. is this most likely because of the phone or my provider?

My short and simple answer....they are two different sources...think two antennas not just one
Color me embarrassed! In my mind, I totally did. :p

I am going to let this slide this time....if it happens again tho. .

I'm also in the SF area, and I saw something for the first time this AM. I have 5 signal strength bars, but no 4G or LTE. When I try to connect to youtube, I get a message, "Their was a problem with the network." I don't get any data, and I'm a long way from my 2 Gig limit. I can't get a speed test. I have "rebooted" with no help. Phone calls come and go OK. I'm assuming that AT&T is 'playing with' the system.
 
I rebooted again and got 1 bar LTE; on a speed test I got unbelievably low numbers: 1.0Mbs down, .2Mbs up, and a good 49ms ping. A little later I was showing a 3 bar 4G signal and tested 2.5 down, and 1Mbs up with a 73ms ping. All of the above numbers are within a 1 sq. ft. area.

How long has this been an issue. There was approx 3 days here in Dallas that they were working on something to do with LTE and we had no data until they finished. I had the same thing happen to me when they turned LTE on in Vegas.

Being that San Fran is a new LTE area, I would not be surprised if something along those lines is going on
