Why would they? It's a limitation placed in order to prevent overcharging the battery and/or damaging the phone. I doubt HTC cares about your 3-10% drop when you unplug your phone, since it saves exploding batteries/devices/hands...
Bump charging gets me 2-3 extra hours not 10-15 minutes. Not a big deal for me since I just charge while in the car on the way to work. I've never had a phone that did this and none of them exploded. IMO its a bug and needs a fix.
