I just dialed *228 to update my roaming PRLs and a window popped up
"CALL NOT SENT - OK". When you hit ok nothing happens.

Any suggestions?

Try to turn off your phone if that doesn't work do a battery pull. If that doesn't work call VZW
 
I got this info from Verizon.....Since it is a 4G/LTE phone it uses a sim card and *228 will not work. The sim card constantly polls to get the best updated signal, so *228 is not necessary.
 
All true.... however, if you really really really still want to update your PRL, you can add *22899 to your contacts and dial from the contact.
 
Is it normal for this my phone to call this number on its own? Last week my phone was sitting on my couch next to me. I heard some music coming from my phone and picked it up ans it had dialed this *22899. This number wasn't in my phone or anything. I ended the call, 30 seconds later it called it again on its own! I checked my call history and it wasn't in my call history. I ended it again, and it called again on its own, I listened to it and it said it was programming my phone. I let it finish. After it finished I had no signal and had to restart. Is this normal? Happened to anyone??? I haven't had any problems with data drops or anything either.
 
So its still cool to do that? I may try it.

Tired of data drops, so just flashed back to stock radios and gonna try a PRL update.

It will give you the latest 3G PRL, 5xxxx. And, it has to be in your contacts. Wont work otherwise.
