I have just recently rooted my phone and came across the 3G Mobile Hotspot app...will Verizon charge me for using this app even if the phone is rooted???

You can just install WiFi tether for root users (free) from the market and it works just fine. Or, search this forum for "Tether Natively" and follow the steps, it works for USB and the mobile hotspot tethering.

As with any of the tether methods other than VZW (Easy Tether, WiFi Tether, PDA Net, etc) you are not being billed by Verizon, is violating the terms of your contract, so do not abuse it (IE: Do not download 3 movies/games every night and expect no one to day anything, lol.
Technically it is against the Terms of Service, however, Android is technically part of the open initiative program so it allows any app on any device blah blah blah believe it if they ever change their TOS to reflect it. The only stipulation to OIP is that if it negatively effects other customers. for instance if too many people are using too much data and it crashes the network or tower or whatever. Or if it is just too much for the system for whatever reason they will look at your data usage and they can shut you off. Basically the rule is if it effects others they can terminate your service or pull the device or the app (not really applicable here but if it is bad enough they could pull Android or threaten to which more than likely would move Google to remove apps after all they would hate to be evil).
You will be billed by Verizon if you use any of their tethering solutions. Go that route if you really want to be ethical about it. I personally am glad to have the ability to do this but it wouldn't be worth it to me to pay for. I don't use it enough.
