4g speed in philly taking a hit?

on launch day i was averaging a steady 3-5mbps with 100ms ping on 4g. today, ping goes from 100-1000ms and i'm lucky to get 1mbps. all this while 3g is steady 1mbps with 100ms ping. did the wimax blow its wad early or what
 
i think the pcmag review of the EVO (from the google i/o) event said that philly 4G is spotty and sprint brass is upset about it. i can see how the official release would affect it (though it shouldnt be much...4G is supposed to be very scalable unlike 3G) but I'd expect that sprint is getting on clear's ass to patch it up in philly
