Android 4.3: Cannot Find Developer Options?

I did the "Tap 3 times on Build Number" thing, but I am still not seeing anything like "Developer Options" - which I am asuming should show up along with "Connections", "Device", "Controls" and "General" at the top of the Settings window.

Also tried drilling down through all the menus, but still no joy.

Am I missing something?

Iirc I had to tap approx 7 times to get the option to show.

Yeah 7 times but even after the 1st tap it should tell you to keep tapping to become a developer.
Dev options should be near the bottom of settings menu.
What rom/firmware are you on?

Unless his ROM Dont cover this which ROM are you running to better help you

Probably most often found at Settings > About Phone > Software Information > Build Number (tap 7 times).

Exact path can vary slightly by manufacturer or custom rom.

True its 7 to 10 times . but its also a app called developers options in the playstore

Sheesh!.... and when I did it 3 times, it even popped a little dialog saying "You are two steps away from being a developer".... and I just never made the connection.

He doesn't need the app, he's unlocked the options now.
