I'm not sure I understand why. The functionality is already there within the widget to display scores for favorite teams. Why not just enable all scores to be scrolled through on the widget instead (or in addition via an option)?
You say why not just open the application. Kinda defeats the purpose of having the convenience of a widget.
Widget is for a glance, entering the app is for details. Showing scores for your favorite teams at a glance covers +99% of our users' needs.
You can't say the functionality is already there until you look at our code.

For example:
We need to allow the user to choose a league(+work) which takes up valuable UI space. What if you have favorites selected, do you show all or do you show favorites? We could add a check box (+work), but then the UI becomes confusing, do we gray out the favorites you have selected(+work)? What about the extra load on the server for all the extra data that has to be communicated to show all the teams (+work, +server load). What about all the negative reviews from people that don't like that they have to click through a hundred games to find the game they want(-star rating).
I just came up with this in 2 seconds, when it came time to actually implementing this, we'd probably find more issues.
Work + Testing costs time and we already have a lot to do, so we have to focus on the highest priority items first.
We certainly can't please everyone, but we do the best we can to please as many as possible. I'm not saying it won't happen, I'm just saying it's not in the plans right now.
