I got it, and my Nexus 7 is rooted. I had to upgrade SuperSU on the last one, but it went well and I've been running great. However, this latest small 4.3 update will not install:
and wouldn't you know it, now ROM Manager will not fix permissions. Any thoughts? Others successfully install this update on a Rooted Nexus 7?
It was a security update. You won't notice anything different, but your device is safer now as a result.
That's really weird because the JSS15Q/JWR66Y update didn't do anything except patch a security exploit.I noticed something different. Xscope Pro no longer plays flash videos. Try, and it shuts down.

Oh, that's really helpful!! Thanks for the info!!Well, SOMETHING wasn't original in my /system directory. NO idea what. I simply restored /system only from a previous nandroid, and the update went fine.
So yesterday morning my n7 has a new update. It was already on 4.3. Update says 4.3 again at a small 1.7 mb. Went from jwr66v to jwr66y. Anyone know what this was?
