Cool, I want to try another ROM in hopes of a working Aspect Ratio Correction app or setting that actually gets SPB Time working.
The DPI adjusters leave me trying every number in the list with only the screen size changing or no change at all.
My Tab 2 7.0 is running CM 9.1 because it's the last ROM that works with SPB Time.

I've seen you mention Aspect Ratio Correction a few times now. Perhaps I'm just dumb... but what exactly are you talking about?
Do you have any links, or examples maybe? Is it certain apps that have the incorrect aspect ratio?
I'm kinda guessing that by Aspect Ratio Correction, what you really mean is the phone's DPI settings. Anything PA based should work fine (IE. PAC rom). It just takes some tweaking to get everything to look the way you want it from within the PA settings.
What doesn't work about SPB Time? It appears to simply be an app. If the app doesn't work... clear logcat, open the app, take a logcat. Submit the errors to the developer of the app or perhaps the app and the rom to see which one's actually causing the issue.
My guess is that if you used something like PAC, set your system UI higher, then just set SPBtime to run at the standard phone size... you'd probably be ok.

Aspect Ratio Correction is a feature of ICS I believe.
It is found in Settings/Display. It adjusts the individual app to display correctly for the LG Spectrum. I think.
My DInc II is running Energy ROM and SPB Time just shows up correctly and the skins download fine.
I think the developer abandoned the app.
I have tried every combination of DPI settings I could think of.
I even tried using Titanium Backup to convert ARC to a user app.
I will keep trying......
I'm not sure what ARC is. So I don't know what benefit making it a user app might have brought.
The only references I found for ICS and Aspect Correction Ratio were basically for HDMI and a few specific apps on specific phones. Do you have a specific app that needs to have it's aspect ratio corrected (ie. it's squashed without being corrected)?
Are you saying that SPB doesn't open, doesn't display correctly, or that it doesn't download skins correctly?
Here's a guide for PA preferences, which PAC uses (kinda) http://forum.xda-developers.com/showthread.php?t=1927208 I link this because it provides an example of what tweaking the DPI/Layout settings actually does. Which, in a way, I think is what you're talking about with aspect ratio.
Personally, I run my phone at 210 dpi and 600p as the layout for most things.

I may be totally off and forgive me if i am, but will a.r.c. help hdmi, or will it be a new kernel that will do the trick?
No idea about HDMI or A.R.C... But what is A.R.C. ? google searching it didn't give much.
If HDMI is having issues... It would probably need to be kernel side changes in the display drivers. Is HDMI not working at all, or just distorted/deteriorated?
Looks like they are realizing how much work it is to start over... lol
