New version of APK Multi-Tool 1.0.6 is up and even worked on my old 2003 Windows XP with service pack 3.
Edited a framework-res.apk and a framework.jar
Worked flawlessly. This is way easier than APK Tool.
If you don't have QtADB it will pull and push the files from and to the /system/ as well, plus a whole lot more.
