I recently upgraded my MotoX (2nd gen) to android version 5.1 and now it spends about 10 minutes every time I reboot reoptimizing all the applications. Any thoughts on how to eliminate this problem

Thanks for your comment. I checked my apps and I don't have any that fall into those type of categories.If you're using any add-on task killer, memory sweeper, ram cleaner, or similar snake oil, uninstall it.

How many apps does it say that it's doing?
Not so.That's how ART works: it caches all of the apps on boot.
Unless you're clearing cache on every boot...Not so.
It only ought to show optimizing on boot for apps that need it - on my phone anyway.
Same.Cache and dalvik are completely different and that's not the case with the OP, so that's out. This is rather weird, once in a while my phone will say it's optimizing apps but it's only one and it only takes a couple of seconds every couple of reboots.
