Yes this is a "plea for help" or "call to arms" for developers to try to find a path forward - where rooting is not required to make a backup. Helium, to my understanding, is not a full backup.

It looks as though the planned release for T-Mobile yesterday, (18 Nov: ), has been delayed. See, here.

I just updated my S4 and my biggest issue is with the Wi-Fi connection. It losts the signal almost every 15mins. It's not so critical at all, but I hope they will fix it soon.
 
T-Mobile's, SGH-M919, for the U.S. has just had a release for Android 4.3 with a build, MK2, dated 16th Nov:

Samsung do not issue changelogs of update details but the build date and number would indicate that this is a bug fix release.

Check both OTA, (Over the Air), and with Kies for update.
 
No problems here at all. Just did a soft reset as a precaution. Battery life is actually better than before the upgrade.
anunez here have a Galaxy S-III downloaded upgraded on Thursday 11/28/13 while downloading I was reading all the problems so POSTPONED install until late 11/29/13 and NO PROBLEMS so far and at this time quite happy
