Best wireless Tethering method?

I would like to use my phone as a hotspot for my wife to use since I have unlimited data. What is the best, free, unrooted way to do that?
 
On AT&T, if you have something like a 6GB shared data plan, you can tether for free (up to your data plan limit). I bet VZW has something similar. ??

I tether frequently so my gen 1 iPad can browse the net and do emails. I find it uses very little data in the scheme of things. That might change if I was streaming video though.

Anyway, I found that to be a cheap way to tether without getting a separate data plan for the iPad... and was actually AT&T's suggestion. ;)

ZVWs unlimited data plan does not include Hotspot tethering. The hotspot feature will not even allow you to start it.

The only option are to 1)Add hotspot to your unlimited data plan. 2)Switch to Verizon's Share Everything Plan. This includes hotspot usage. 3)Root the phone.
 
Does VZW allow tethering with a shared data plan like ATT does? I'm not sure ATT even has an unlimited option any more.
 
Is foxfi broken permanently? I know updates break it for a few days, but they are usually pretty quick about getting it working again.

Edit: nm, I see OP has reservations about Foxfi.
 
I am successfully using Foxfi on my S4 on VZW unlimited. I have not been prompted to subscribe to VZW's tethering.

I bought a Verizon Samsung Galaxy S4 32gb this past weekend off contract to replace my quickly aging HTC Rezound but needed to keep the unlimited data. One of the first apps I installed was Foxfi. I installed the FoxFi (WiFi Tether w/o Root) and then the $7.99 FoxFi Key to unlock the app. Everything worked great. Shortly after the phone then went thru several OTA updates concluding with an update from 4.2.2 to 4.3. No problems with Foxfi. I'm using my phone's hotspot right now to access the web on my PC and watch Netflix on my PS3.
