Root [Boost Mobile] data/local file?

ok, so sure there's an easy answer here, some setting i didn't uncheck or something, but why would there be copies of apk files in my data/local folder? I'm assuming by the look of them they are recently installed or deleted apps, so must be a system made backup or something. Anyone?

All the apps in system/app are incorporated into the rom (rom apps) and data/local apps are apps installed from unknown sources ( blackmart, SD card ) or from the Google play store. Also the data partition is home to the cache, dalvik cache, apps data as well as even the bootanimation in some roms like HTC sense.

I'm there with you, but the apk files in data /local are deletable (though only manually I think) and appear to be backups of some kind.
