No ICS use's a different kind of apk's than gingerbread, i have already tried to install simple ICS apps like music or email app and all you would get is error while installing it. My guess is that they most likely put some kind of code on the installation part so that only ICS devices will recognize and be able to install it.

The file structure and the way that it accesses it is different. Like a program that was designed to only work in windows 7 and trying to run it in windows xp. That or it is running stuff that gingerbread just doesn't have.
