I had this issue for a while. uninstall all the drivers for your phone and delete them when you uninstall. then uninstall adb. after that restart and re-install, all should work again

Im back. figured it out. Read the last bit of my instructions on how to manually update the prl and you will see why. LOLI had this issue for a while. uninstall all the drivers for your phone and delete them when you uninstall. then uninstall adb. after that restart and re-install, all should work again
