Is that 299-399 brand new?

They wouldn't be "new" on eBay, unless the seller bought it retail & is taking a helluva loss. They have a section on their called "new-other". If you get a phone from Verizon subsidized, even if you plan to sell it, they require you to activate the phone on their network, otherwise you get charged the full retail value of the phone. Once it has been activated, you can do pretty much what you want to it, but it's now an open box item. I would guess the reason they do that is so that you can't get a phone from them subsidized, sell it as new, and make a nice profit. You'll still make a profit, but not as much as if it were new, unopened in the box.

Personally I don't see why they're doing it. You've paid the subsidized price for the phone, you're going to be paying your bill whether you're using your old phone or the new one (unless you want to cancel and then you're looking at either an ETF or your credit tanking), so what does it matter if you wanna limp along with your old phone? Apparently Verizon is the only one who's allowed to make money in this situation.
 
Why would the 2GB plan be $52 more per month? For me it would be $0.01 more.

FYI, I would pay $52 more per month because the 4 $9.99 basic phones on my account go up to $30 each, plus my Dinc ($40 instead of $30) add up to more $$$. And to top it off, thats only 2Gb of data.
