Yes, but its akin to making a tripod (is that still around?) Website.
Meaning you are limted to a bunch of presets and a few truly custom options.

And once i have the theme downloaded how do i flash?

unzip downloaded file, find the two files u uploaded, put the 2 files on your sd card, and use root explorer to replace original. Some things in kitchen wont work till we get a custom kernel like the lock screen orthe boot animations. when u replace files phone may freeze up for a min, and reboot, if something doesnt work and your phone wont start put phone into download mode and flash one of the tar files in the forum and u will be back where u started and ready to try again!
