Help Can't drag notification bar

Starting yesterday, I haven't been able to drag the notification bar down from the top of the screen with the stock ROM. I can bring it down with the option key -> notifications, and I can drag it back up, but not back down once it is closed. That part of the touch screen works fine in other applications when the bar is hidden.

I don't think I changed anything to prevent it from working. Is there some setting that I'm missing? I've already tried restarting the phone.

try miui or cm7 rom. not as difficult if you do enough research and reading.

On further investigation, I believe this to actually be a touchscreen hardware failure. Pulling the bar down works in horizontal orientation, and when retracting it the response is flaky. Any way that I can tell for sure?

Search the market for Touch Test. Maybe that will help narrow the possibilities.
