Help Can't enable Wi-Fi

I just bought a used HTC EVO V 4G, but I can't turn on the Wi-Fi. Whenever I try to turn it on, it will either say "Error" if I'm in the Settings page, or says "Turning Wi-Fi on..." if I'm on the Wi-Fi page.

I've tried clearing the dalvik cache and fixed permissions, and when that didn't work, I tried a factory reset. I've also tried the *#*#526#*#* trick to reload the drivers and that didn't work, and ##CLEAR# to reset the network information.

I know Bluetooth and WiFi are typically on the same chip, so I tried enabling Bluetooth and that turns on just fine.

I just tried turning on 4G and that doesn't seem to be turning on either. It will try, then say it can't turn on and turns back off.

Is it rooted or was it already when it was bought?

It was factory reset when I received it. My cousin's girlfriend's cousin and her boyfriend both bought the same phone, but found out the Sprint network sucked where they lived, so my cousin bought 1 phone and he shipped me the other.

I just installed Connectbot and it shows I don't have root access, but I did notice a couple things that seemed a little strange.

I noticed the CPU is showing 1566Mhz Anthrax'ed Dual Core, which seemed weird, since the specs on the site say 1.2. I also noticed USB debugging was enabled, which wasn't by default on my old phone. *edit* I'm guessing this setting was brought over with my gmail settings.

The kernel version is showing 3.0.16-anthrax-shooter-ics--gda953d9
*edit* I just checked with my cousin, who has a different kernel than the one I have listed above, so I suspect he loaded a custom kernel on it?

Factory reset and everything was done through 4ext recovery, which was installed on the phone when I got it, not sure if that is included with these phones?

Look for mobsters power kernel and flash it then everything should work

I copied it to my microsd card, rebooted in 4ext and installed it. It said it installed successfully, but when I booted it back up the kernel didn't change. I also tried again, but cleared the cache + dalvik beforehand and it still didn't work.
