Root Can't find USB Debugging Mode Setting

As the title suggests I can't fing the USB Debugging Mode setting.
All instructions say top go to Apps and select 'Developer '

But I see no such settings in the apps screen's menu.
MY android version is 4.2.2
Model number is GT-P3113

Am I missing something??

The developer options are hidden in JellyBean by default.

To unlock the developer options menu go to settings>about phone and from there tap on build number seven (7) times.

But how does one turn developer mode off?

I'm not sure that there's a way to get rid of the menu completely once it's enabled. Short of a factory reset anyway...

When you enter the development settings menu, is there an on/off toggle at the upper right? Sorry, I'm on a custom rom, so I'm not sure if that's a stock feature or if it was added to the rom.
