Root [CDMA] HTC Unlock Bootloader = Root?

I have been reading and I am not certain what I see.

I have used the htc bootloader and my phone when booted into recovery shows unlocked.
Does this mean it is able to load new roms or does it mean what?
Do I still have to root?
I am trying to load a new rom and it says successful but it reboots into the stock mod.

What is S on? What is S off?

A few root terms need to be straightened out. The screen that shows ***Unlocked*** is your H-boot or bootloader screen.

Having your bootloader unlocked means that you are able to put a custom recovery on the device. This recovery is the rooters greatest tool. It allows you to put on custom ROMS and kernels, do a complete backup or restore of the current system (nandroids), and lastly flash superuser (which gives you root rights).
 
I am still not able to flash a rom. It does say it failed at the bottom of the screen... I am not at home atm so I cant post a screeny of the exact error. It is an E:error something something with a status of 0.
The info I found suggested formatting the sd card which I did it had no effect. I rebooted the phone as directed no effect. Any ideas?
Someone in a post with my error said there is a thread with that instructions on how o fix but I cant find it.

My screen shows hboot and several other terms at the top of the screen it shows unlocked in pink
 
Are you trying to do this through recovery? You need to install twrp recovery before you can flash roms. You don't flash roms through the bootloader screen. Also. What rom are you trying to flash?
 
I actually rooted via a YouTube guide but I've heard many have success using the root guide for noobs stickie in this forum if that doesn't work just YouTube root methods as that's what I had to resort to
