Charging Phone while is on

I just bought this phone from somebody. Phone will take it forever to fully charge while is on. If I shut it off it will charge quick. I purchased a new battery and still having the same issue. Any thoughts or ideas?
 
That's the way the HTC kernel works. It's something you're going to have to learn to live with unless you want to root
 
I had several Android phones before and I never had this issue, I mean as bad as the TB. I'm probably rooting, but still waiting because I only rooted one android phone before and it seems a lot more complex for TB.
 
HTC tries to keep you from overcharging as that can hurt the battery.

Be sure to read the stickys here, you may need to pull the trigger on rooting sooner than later
 
The process to root is a little more involved than rooting the inc but it really isn't hard once you get ADB set up and everything downloaded. Check out the all things root section, good tutorials in the stickys. Everyone will recommend the manualy root method

the stock charger is crap, need to upgrade it. I had this problem but it was slow to charge on or off.
 
mine charges just fine while on. i can go from like 5% up to fully charged (or at least 99% as it seems the last 1% takes a while) in a couple hours which i think is pretty standard.
 
Mine used to charge really fast while on and now all of a sudden it is taking forever....is this just me? Did they change something in an update?

EDIT: scratch that I shut it off and on and now it is charging fast again.
