CRT Effect. What is it

I see many custom roms saying about CRT effect, but what is this exactly?

I could be wrong, but I think they are referring to the effect in certain builds of Gingerbread where when you lock the screen it mimics how a CRT turns off. The top and bottom portion of the screen gets dark and there is like a line in the middle with a "flash". That's the best way I can explain it.

Ever seen old b&w televisions switch off? The screen goes dark but you briefly see a bright scan line across the centre of the screen that contracts to a dot.
