Cyanogen Mod Won't Boot...Please Help!

I was able to get the OS file on the SD card by inserting it into a different device and connecting to the computer. How do proceed from here once I go through the formatting process you mentioned earlier?

Will I be able to install the OS through the recovery mode once it's on the SD?

yeah you can do that recoveries has an option to install from external sdcards after you do tht let me know

I formatted the following:

cache
system
data

...I do not, however, see the "Dalvik-Cache" you mentioned in an earlier post. Am I missing something?
 
I found the file under install/storage/sdcard .... do I just go ahead and install it now that I have finished the formatting or is there anything else I need to do first?
 
No once you formatted all the rewuired psrtitions you can now install the OS their should be an option to install zip in the main menu
 
Installation was successful! What next?

It said "press any key to continue" ... I did and the phone restarted and is not cycling through a sequence of geometric shapes with the notification light flashing...it's been doing this for like 5 minutes...is this normal?

Hey guys, sorry to come in on the tail end of this thread but i thought i might help anyone with this device still. I just retired my S4 as well.
You mentioned philz touch recovery. That recovery is way behind in development and won't even support marshmallow+. The latest recovery for this phone is twrp 3.1.1-0

Also the latest and probly most stable rom for this device is AOKP nougat
Or
Slimrom nougat

The best place to get stable gapps is opengapps.org
Choose; ARM, 7.1, and Pico. And download

Just a note, nougat aosp doesn't come rooted out of the box so you'll have to use chainfire's systemless supersu here

I hope this post helps someone that still has this device get some of the latest development.
