That's what I was thinking at first, but the according to gabbott and other parts of the internet, no. Pure black shuts off the pixel completely, dark grey still displays dark grey.
thanks for clarifying!

EDIT: Also, I wasn't completely convinced that the background was 100% black, so I decided to make one. That way I KNOW it's 100% black and the right resolution. Here's a QR code for the "ideal" wallpaper for the Nexus S 4G.

When you scan it, it should take you to a pure black wallpaper that's the right resolution for the Nexus S 4G. Just hold down on it and click Set As Wallpaper.
I made my own by pressing the phone's camera against a few pieces of paper to black out any light from seeping into the camera lens, taking a photo, and making it my wallpaper. Works great, especially as a backdrop for the app icons.
Just tried it to see if it worked well for me, wasn't happy with the results. While it's ALMOST 100% black, if you look closely, you can see some specs on the photo. These specs will have the backlight on.
Get the qr scanner from the market and scan the QR previously posted. Use that background, you will be SHOCKED at how much better it looks than just taking a picture of a black background or blacking out the camera. We tried both and it is a WORLD of difference between the two.
I don't know if it really drops to 0%, I'm just guessing it does because the display is off. Unfortunately, being able to see your display power consumption requires you to turn the display on, so there is no way to see what it actually is while the display is off. Does it make sense?your display drops to zero? even if i let my phone sit for some time it always seems to be at least in the 40's -typically how many other processes do you show running?

Just like the question of the ages: When you close your refrigerator door, does the light go off???
I have also the same problem with my Galaxy Nexus ...just got it before 3 days and since then I am experiencing this problem;more than 50% Battery is consumed by display as showed in settings>battery.Tried the above solution...phone has been sitting on work desk all day and battery is dwindling down. Widgets gone and wifi off.
Display is still using 56%?!
Anyone else out there experiencing the same problem?
