They can, depending on the app (that's what they are: apps). Some are resource hogs, some are light and simple.

@ lilcdkey. I downloaded The best matrix wallpaper and compared it to other wallpapers in terms of their Mhz consumption and found that it uses only a bit more than the standard live wallpapers. However, it does not use the most. The stock Captivate live wallpaper uses the most. Here is a list of the stats I found using an app called Temp+CPU V2.

magic smoke wallpaper: 100-200 Mhz "rarely toggles"
Galaxy wallpaper: 200-400 Mhz "toggling"
Captivate Blue sea wallpaper: 400-800 Mhz "toggling"
Best matrix live wallpaper: 400 Mhz "steady"

They can. I was always under the impression Live wallpapers didn't affect much, but I downloaded the SGS2 windmill wallpaper from XDA for my captivate, and long story short I experienced bad lag, terrible battery life, etc. Bad idea.

I did one more test using an app called CPU benchmark. I found that even when using apps or browsing the internet, having a live wallpaper still slows your phone down, but very little. I have a 2.2 captivate @ 1.34 Ghz. When i apply a plain black wallpaper, I clocked it at 553ms. Then I used Atk and changed the wallpaper to the matrix live wallpaper and clocked it at 570ms. It is slower, but not a significant amount. Hope this helped!

All in all, ANY live wallpaper has the potential to slow down your phone. The question should not be if, rather how much or how little.

I have been using Live Wallpapers and so far it hasn't slowed it down the captivate. Im currently using the SGS2 windmill wallpaper and I get good battery life (lasts a day, moderate use a few calls, browsing, google voice, texting). Some captivates act differently, the best thing you can do is give it a try for a couple of days and see if you notice anything during your normal usage.
