Root do i need a rom?

so i like the stock ROM from htc. now that froyo is live there are a few things i would like to change and im not sure if it need a ROM for it or can i just root my phone with simple root or unrevoked and add / change the files i need to achieve what im lookin for. here is the list.

status bar color
Lock screen
Custom boot screen.
Unlock the FPS


Do i need to install any roms for this or are there ways to get these things without getting a rom. I kno u can DL lockbot and yada yada for the lock screen

You can't get custom roms until you root. You can't root until someone figures out how to break into a 2.2 system.

lol kk my question is when they finally do break the 2.2 can i get the things i want without installing a ROM.
