Its in some android phones. Which means its a third party app/service which means it wasnt put their by Google/Android. Hence Carrier in CarrierIQ and or the phone manufacturers

I've heard about it on samsungs, the prevail specifically, and was informed about it being on a HTC this am.

But its not a google/android doing, its put on by the carriers.

Just read this last night and evidently its not only Android, Blackberry and Nokia devices. Its been found pre-installed on Iphones now too.
